<p><strong>DESCRIPTION OF SERVICES: </strong>The City of Virginia Beach is soliciting statements of interest and qualifications from interested firms to provide storm water management modeling services and services in support of the existing City VPDES MS4 Permit, and to assist the City in the VPDES MS4 Permit annual reporting and other water quality issues. Services will include, but may not be limited to, developing watershed models and GIS mapping using the City’s computer SWMM based storm water management model, updating existing watershed models, interpretation of storm water quality wet weather monitoring data and generation of pollutant loading, dry weather field screening, Total Maximum Daily Load (TMDL) compliance, and general hydrological/hydraulic analysis and design of storm water management infrastructure. These services will be provided on an annual basis and renewable annually for four additional years for a total term of five years. The maximum amount for any work order and the annual maximum shall be in accordance with § 2.2-4301 of the Code of Virginia as amended. There is no guarantee of the amount of work that will be authorized.</p>
<p><strong>QUALIFICATION REQUIREMENTS:</strong> The successful firm must have specialized experience in the field of storm water management engineering; significant experience in storm water management modeling using the SWMM model and other various storm water management and drainage models; professional reputation and demonstrated effective working relationship with EPA and VDEQ with respect to the NPDES/VPDES permit and TMDL programs. Familiarity with the hydrology, soils, vegetation and topography of the Tidewater area is also important.</p>
<p><strong>SELECTION CRITERIA:</strong> The selection criteria requires: (1) Professional qualifications of staff assigned; (2) Specialized experience in the type of work required; (3) Familiarity with project and conceptual approach proposed to address those requirements; (4) Quality of past performance on similar projects; (5) Experience and qualifications of any consultants; (6) Evidence of cost control effectiveness; (7) Current volume of work that could affect ability to complete the work on time; (8) Accessibility of the project team to the project site; (9) Capability to provide aesthetic design features in keeping with the City and community goals for a quality outcome; and (10) Demonstrated ability for a high degree of public participation and related coordination for input and resolution of project issues.</p>
<p><strong>PROPRIETARY INFORMATION: </strong>Offerors are advised that Section 2.2-4342 of the Code of Virginia, i.e., the Virginia Public Procurement Act, shall govern public inspection of all records submitted by the Offeror. Specifically, if Offeror seeks to protect any proprietary data or materials, pursuant to Section 2.2-4342, Offeror shall (i) invoke the protections of this section prior to or upon submission of the data or other materials, (ii) identify the data or other materials to be protected, and (iii) state the reasons why protection is needed. Furthermore, the Offeror shall submit proprietary information under separate cover, and the City reserves the right to submit such information to the City attorney for concurrence of the Offeror’s claim that it is in fact proprietary. References may be made within the body of the proposal to proprietary information; however, all information contained within the body of the proposal not labeled proprietary or otherwise not meeting all three of the requirements of Section 2.2-4342 shall be public information in accordance with State statutes.</p>
<p><strong>MBE PARTICIPATION: </strong>It is the policy of the City of Virginia Beach to encourage the participation of minority, service disabled veteran, and woman-owned businesses in city procurement activities. In furtherance of this policy the City adopted sections 2-224.1 through 2-224.8 of the City Code on February 28, 1995 (commonly referred to as the &#8220;Minority Procurement Ordinance&#8221;). City Council amended sections 2-224.1 through 2-224.8 of the City Code on April 4, 2006.</p>
<p>Pursuant to Section 2-224.3, in order for a response to this RFP to be given further consideration, the offeror must provide a Woman, Service Disabled Veteran and Minority Participation Plan setting forth at a minimum: (a) The good faith minority, service disabled veteran and woman-owned business participation efforts which the bidder has undertaken in the past two years; (b) Whether the offeror intends to utilize any subcontractors; (c) What, if any, woman-owned, service disabled veteran owned and minority-owned subcontractors the offeror intends to utilize; (d) The work to be performed by each woman, service disabled veteran and minority -owned subcontractor; (e) The anticipated amount or percentage to be paid to each woman, service disabled veteran and minority-owned subcontractor; (f) The composition of the offeror’s workforce, specifically indicating the percentage of woman, service disabled veteran and minority employees in their company; (g) The percentage of woman, service disabled veteran and minorities in management positions, supervisory positions, professional positions, and non-professional positions; (h) What steps the offeror has taken to solicit subcontracting bids from woman-owned, service disabled veteran-owned and minority-owned subcontractors; (i) Which woman-owned, service disabled veteran-owned and minority-owned businesses the offeror has solicited; (j) If the offeror has elected not to utilize a woman-owned, service disabled veteran-owned or minority-owned subcontractor, an explanation of the decision; and (k) Any additional Good-faith Minority-owned, Service Disabled Veteran-owned and Woman-owned Business Participation Efforts the offeror intends to make in connection with the contract. If, in the statement submitted in response to subsections (a) through (k), Offeror indicates that it has not undertaken any good faith minority-owned, service disabled veteran-owned or minority-owned business participation efforts in the past and/or does not intend to undertake any such efforts in connection with the performance of this contract, Offeror must also submit a statement setting forth the reasons why it has not undertaken such efforts in the past and/or does not intend to undertake them in connection with the performance of this contract. <p>OFFEROR MUST ADDRESS ALL ELEMENTS OF THE WOMAN, SERVICE DISABLED VETERAN AND MINORITY PARTICIPATION PLAN IN ITS RESPONSE TO THE RFP. If detailed responses to elements (c), (d), and (e) are not practicable at this stage due to uncertainty as to the precise scope of the project, please indicate that the specifics are unknown at this time. The successful offeror shall update the Woman, Service Disabled Veteran and Minority Participation Plan with detailed responses to all elements prior to execution of the contract with the City. FAILURE TO SUBMIT A COMPLETE WOMAN, SERVICE DISABLED VETERAN AND MINORITY PARTICIPATION PLAN WITH THE PROPOSAL MAY RESULT IN THE PROPOSAL BEING DECLARED NON-RESPONSIVE.</p>

Naval Facilities Engineering Command (NAVFAC), Midwest, Great Lakes, Illinois is seeking either individual firms or Joint Venture firms nationwide capable of performing a design-build construction project to decentralize the system and demolish the existing system. The estimated cost of this potential project is more than $80,000,000. The NAICS Code is 238220 with the annual size standard of $14.0 Million. The proposed procurement is being considered as a set-aside under Small Business, Section 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned Small Business concerns. Firms are requested to submit their Sources Sought Questionnaire which will be the basis for the Government’s decision to establish this requirement as a Small Business, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned Small Business concern set-aside acquisition. Interested Small Business, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned Small Business concerns are encouraged to submit a Sources Sought Questionnaire. The Sources Sought Questionnaire (with a maximum of two pages attached as continuation pages) must describe in detail the firm’s capability to provide the design and construction for the conversion of all the existing facilities at Naval Station Great Lakes serviced by the Navy central steam system from a central steam heat source to a building-level heat source and demolish the existing steam system within the estimated dollar range. <p style="text-align: left;">PROJECT DESCRIPTION: This project will convert all of the existing facilities at Naval Station Great Lakes serviced by the Navy central steam system from a central steam heat source to a building-level heat source and demolish the existing steam system. Above ground lines will be removed and associated asbestos will be abated. New infrastructure, which may include new gas lines or other supporting systems, will be provided to support direct conversion equipment. Information systems provide an installation-wide public safety network (PSNeT) and integrate all facility industrial control systems. This includes a centralized energy monitoring/direct digital control system, facility-level metering, remote monitoring and operation of new and existing building-level heating, ventilating and air conditioning equipment and systems. The project also includes demolition of facilities to include the power plant and fuel tank and relocation of equipment and personnel to renovated facilities.</p>
<p style="text-align: left;">Sustainable design principles will be included in the design and construction of the projects in accordance with Executive Order 13123 and other laws and Executive Orders. Facilities will meet LEED ratings and comply with Energy Policy Act of 2005. Low Impact Development will be included in the design and construction of this project.</p>
<p style="text-align: left;">This project will provide Anti-Terrorism (AT) features and comply with AT regulations, physical security and progressive collapse mitigation in accordance with DoD Minimum Anti-terrorism Standards for Buildings.</p>
<p style="text-align: left;">The Sources Sought Questionnaire (with a maximum of two pages attached as continuation pages) must be complete and sufficiently detailed to allow the Government to determine the firm’s qualifications to perform the defined work. <p style="text-align: left;">This Sources Sought Notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing the RFP. If issued, the solicitation will utilize source selection procedures, which require offerors to submit technical experience, past performance, safety and price for evaluation by the Government.
