This procurement is a 100% small business set-aside. NAICS is 236220, “Commercial and Institutional Building Construction” with a size standard of $33.5 Million.

The General Services Administration (GSA) is seeking qualified contractors with Design Build project delivery experience to design and construct a 3,000 square foot pre-engineered metal storage building to house emergency equipment at the Customs and Border Protection (CBP) Air and Marine Facilities Program Management Office (AMF PMO), New Orleans Air Operations Branch, Hammond Regional Airport, Hammond, LA.

These supplies are being stockpiled for aid response to both man-made and natural catastrophes in the region.

This project includes, but is not limited to, the design and construction of a 3,000 square foot pre-engineered metal building with 16-foot eave height with: wall insulation of 4″ Batts with mesh support; roof insulation of 6 Batts with mesh support; continuous ridge mounted gravity ventilation, manually operated; 1,000 square foot insulated and cooled storage area within the building with double-wide doors for pallet access; an energy efficient cooling and heating unit for the cooled storage area to keep water at room temperature during summer (75 to 80 degrees F.) and above freezing during winter; a cipher lock to the cooled storage area; energy efficient fluorescent warehouse lighting; security lighting for exterior; exterior flood lighting and exit lighting with battery back-up; asphalt paving 12′ wide for forklifts to access a roll-up door from main roadway; cipher locks at all exterior doors; one 12′ x 12′ insulated roll up door with 18 ga. exterior metal and 26 ga. interior metal; two exterior exit doors; two 4′ underground conduits and pull boxes with pull strings stubbed up in main building; one 4″ empty conduit for emergency power from the storage building to the emergency panel in the main building; and xeriscape landscaping to be compatible with the existing environment.

In addition, alternate pricing will be requested for the following that may be built if funding is available: (1) a 5,000 square foot pre-engineered metal building with 16-foot eave height; (2) security cameras and a complete Intrusion Detection System (IDS); (3) additional overhead roll-up door; (4) two additional exterior exit doors; and (5) a full-width asphalt access road for commercial vehicles.

A single Firm-Fixed-Price contract award will be made to the Offeror whose proposal, technical and price, offers the best value to the Government. Evaluation factors will include (1) past performance on projects of similar size, scope, and complexity, (2) experience with design build projects of similar size, scope, and complexity, and (3) qualifications of key personnel. Technical evaluation factors will be significantly more important than price.

The magnitude of the construction involved in this project is between $250,000 and $500,000. Bonding will be required.

The term of the contract is anticipated to be 150 calendar days from date of award. Construction cannot proceed until Government acceptance of the 100% design documents.

The Request for Proposal is anticipated to be issued on or about May 8, 2012.

The Army Reserve traces its beginnings to the creation of the Medical Reserve Corps, which was authorized by an act of Congress signed into law by President Theodore Roosevelt on 23 April 1908.  The idea behind the Medical Reserve Corps was to create a pool of trained medical officers who could be called to active duty in time of war.  Under this new program, 160 medical professionals were commissioned as Medical Reserve Corps officers in June 1908. By June 1917, as the United States entered World War I, the Medical Reserve Corps had a strength of 9,223 doctors, dentists, and veterinarians.  This was the nation’s first federal reserve force.

In 1917, the Medical Reserve Corps became part of the Officers Reserve Corps, which, like the Enlisted Reserve Corps and the Reserve Officers Training Corps (ROTC), had been created by Congress in 1916.  The National Defense Act of 1920 joined the Officers and Enlisted Reserve Corps to form the Organized Reserve (renamed the Organized Reserve Corps in 1948).

During the Great Depression, members of the Organized Reserve Corps (ORC), as the Army Reserve was called until 1952, ran the Civilian Conservation Corps (CCC) camps, a key New Deal program.  As the nation prepared for World War II, it called upon the Organized Reserves to expand the Army.  The Army began calling ORC members to active duty in June 1940. The Army Reserve’s contribution to the Army during World War II was enormous.  Almost one of every four Army officers, more than 200,000 of the 900,000 Army officers during the war, was an Army Reservist.

There had been no women in the Organized Reserves prior to World War II.  Following the war, there was no legal authority for them to join the ORC.  This changed in 1947 when Congress authorized members of the Army Nurse Corps and Women’s Medical Specialist Corps to serve in the ORC.  The Women’s Armed Forces Integration Act of 1948 authorized Women’s Army Corps (WAC) members to serve in the Regular Army and Organized Reserves.

After World War II, Congress, recognizing the importance of the Organized Reserves, authorized retirement and drill pay for the first time in 1948.  By the outbreak of the Korean War the ORC consisted of 217,435 officers and 291,182 enlisted members.

The U.S. Army that won World War II only five years earlier was woefully unprepared for this conflict; it was a dangerously hollow Army.  The Army was in desperate need of troops to rebuild itself, both in Korea and worldwide. There was real fear at the time that war in Korea was only the first battle of a global communist attack.  Congress had authorized President Truman to call up Volunteer and Inactive Reservists on June 30, 1950.  Within the first few weeks of the war, the president called up 25,000 individual Organized Reservists to rebuild the Army.  More than 10,000 of these were junior officers and non commissioned officers (NCOs) whose combat experience was desperately needed.  By the end of the first year of the war, another 135,000 Individual Reservists would be called up.

Unlike World War II, the Army did not strip men from organized units as replacements or fillers for other units.  There was a hesitancy to commit them to Korea when the Korean conflict might only be the start of a global communist attack. This meant that the Inactive Reserves, those who had neither been drilling nor been given drill pay, were sent to Korea first.

In 1952, an act of Congress renamed the Organized Reserve Corps as the U.S. Army Reserve and divided it into three components: Ready Reserve, Standby Reserve, and Retired Reserve.  Surprisingly, fewer than 5,000 reservists and only 42 Army Reserve units were called up for service in the Vietnam War.  However, almost 84,000 reservists provided combat support and combat service support during the Persian Gulf War, with over 40,000 deployed to Southwest Asia.  In 1991, the U.S. Army Reserve Command was created as a component of the Army Forces Command.

Currently, there are 19,156 army reservists mobilized throughout the world (as of February 24th 2012) and 185,844 not currently mobilized.  This does not count Individual Ready Reserve or Individual Mobilization Augmentee Soldiers.

These reservists provide 100% of the army’s:

  • Theater engineer commands
  • Civil engineer commands
  • Training divisions
  • Biological detection companies
  • Railway units
  • Replacement companies

More than two thirds of the army’s:

  • Medical brigades
  • Civil affairs brigades
  • PSYOPS groups
  • Expeditionary sustainment commands
  • Dental companies
  • Combat support hospitals
  • Army watercraft
  • Petroleum units
  • Mortuary affairs units

and nearly half of the army’s:

  • Military police commands
  • Information operations groups
  • Medical units
  • Supply units

United States Navy commemorates the Bicentennial of the War of 1812 and the writing of our National Anthem

Attention Veteran Owned Business Members and Visitors:

From 2012 to 2015, the United States Navy and its partners will commemorate the Bicentennial of the War of 1812 and the writing of our National Anthem, the Star Spangled Banner.  It is remarkable that 200 years ago, the first declared war in our nation’s history was fought against the two nations which have become our closest allies.  Many things change in 200 years, but what doesn’t change is the importance of sea power in the affairs of maritime nations.

Since its birth in 1776, the United States has always been a maritime nation, which means that unobstructed access to and free use of the world’s oceans are essential to our national welfare and prosperity.  That’s what the United States went to war in 1812 to defend, and that is what the United States Navy has been protecting ever since.

Why is keeping the seas free so important? Here are a few facts about the world:

  • 70% of the world is covered by the oceans
  • 80% of the world’s people live near the oceans
  • 90% of all international trade travels on the oceans
  • 95% of all global communications are transported under the oceans

That’s the world America lives in today.  Looking at those numbers, one begins to understand the immense importance of ensuring the freedom of the oceans with capable and effective sea services.  Since America’s Navy began with only six frigates, American sea power has been essential to countering threats, winning wars and furthering the interests of peace and prosperity worldwide.  Today one of those first six frigates that 200 years ago fought in the War of 1812, the USS Constitution, is still a commissioned ship in the United States Navy.  See more about the history of the United States Navy (USN) and the original six frigates on Veteran Owned Business’s military tribute section.

Ultimately, the commemoration of the Bicentennial of the War of 1812 is a salute to all of our Sailors and Marines who fought so gallantly against great odds in that conflict, in all of our nation’s conflicts between then and now, and those who are today defending freedom around the world – from the mountains of Afghanistan to the coasts of Africa to the Straits of Hormuz – and standing ready to provide compassionate humanitarian aid from Haiti to Japan to wherever catastrophe strikes.  The Navy and Marine Corps and Coast Guard are what they are because of the quality of the people that served over the last 200 years, and the tens of thousands of Sailors and Marines now making sacrifices every day, something that America can be very grateful has not changed over the past 200 years.   See more about the history of the United States Marine Corps (USMC) and the history of the United State Coast Guard (USCG) on Veteran Owned Business’s military tribute section.

If America remembers the lessons of the naval war of 1812, lessons paid for with the lives of Sailors and Marines, then America can be confident that the nation will always answer Francis Scott Key’s question in the affirmative:

“Oh, say does that that Star-Spangled Banner yet wave
O’er the land of the free, and the home of the brave?”

Beginning in April 2012 and continuing through 2015, the US Navy, US Marine Corps, US. Coast Guard will commemorate the Bicentennial of the War of 1812 and The Star Spangled Banner. The Navy has partnered with the International Council of Air Shows, the Navy League, the Naval Historical Foundation, and Operation Sail (OpSail) to create world-class events around the country, with signature events in New York, Baltimore, Norfolk, New Orleans, Boston, Chicago, and Cleveland, and smaller events in other cities.  Be sure to support a veteran owned restaurant or bar and enjoy some great food and drinks while you’re out seeing the events!

These events will include Blue Angels air shows, visits by ships of the US Navy and international navies, parades of tall ships and “Galley Wars” cook off events.  See an interactive map of Bicentennial events, a list of United States Military Holidays and Observances, and a flyer showing dates and locations to learn more about participating in the commemoration.

The students are either foster, adopted, at-risk, neglected, and abused with many of them coming to the program with behavioral disorders.   The Kids & Horses Education Program operates each quarter for disadvantaged and underserved youth ranging in ages generally from 8 to 16.  The kids learn about horses, horsemanship, tack, and ride the last three sessions.  They graduate as Buckaroos.

Congressman Bob Turner (NY-09) Urges Passing of The Veteran Owned Business Enterprise Act and SDVOSB Act

Attention Veteran Owned Business Members and Visitors:

Congressman Bob Turner (NY-09) sent letters to Senator John Defrancisco, Chairman of the Senate Committee on Finance, and New York State Senate Finance Committee ranking member, Liz Krueger, urging them to pass S6819, The Veteran Owned Business Enterprise Act and S6818, The Service Connected Disabled Veteran Owned Business Enterprise Act, both of which were introduced by Senator Marty Golden (R,C,I – Brooklyn) on Monday, March 26th, in Albany.  (Read more about Bob Turner’s efforts here)

The purpose of these bills is to create the “Veteran Owned Business Enterprise Act” to extend state benefits now offered to minority and women-owned business enterprises to honorably discharged veterans and service disabled veterans.

Significant numbers of American service men and women are now returning from military operations connected with the Global War on Terror in Iraq, Afghanistan, and other locations around the world.  Unfortunately, these service members have been removed from the workforce, their communities and their families during the course of these operations. When duty called, they put their careers and day-to-day lives on hold to protect our freedom. It is a moral imperative that the various levels of government do all that is within their power to honor these men and women for their dedicated service to our country.  (Full text of the bill and current status here)

One of the ways that New York State can meet this moral obligation is to assist veterans in the creation and establishment of their own businesses.  This will not only assist veterans but also help New York’s economy by generating more economic activity that leads to prosperity and jobs.  According to data Veteran Owned Business has obtained from the Small Business Administration veteran owned businesses in NY employed nearly seven and a half million people (7,462,672 to be exact) in 2007 and generated over $70 billion dollars in sales.  (See more statistics and facts about veteran owned businesses)

Our Home Details: “Our Home is a Transitional Home for Homeless Female Vets (Phase 1) and those with children (Phase 2).  The plan is to purchase and renovate a large abandoned or foreclosed house for our first transitional home to be known as: OUR HOME.

The number of women veterans will continue to increase as service members return from the conflicts in Iraq and Afghanistan. Some of these women veterans, like their male counterparts, face challenges readjusting to civilian life and are at risk of becoming homeless.

Homeless women veterans often face barriers to accessing and using veteran housing, such as lack of awareness about these programs, lack of referrals for temporary housing while awaiting placement in GPD and HUD-VASH housing, limited housing for women with children, and concerns about personal safety.

Limited VA data shows the number of women veterans it has identified as homeless more than doubled, from 1,380 in fiscal year 2006 to 3,328 in fiscal year 2010. Although these datum are not generalizable to the overall population of homeless women veterans, we identified some characteristics of these women. For example, almost two-thirds were between 40 and 59 years old and over one-third had disabilities. In addition, many of these women resided with their minor children.

Our Home will be a place where our Female vets come to when they are facing these challenges and are in need of a place to live.”

Our vendors, contractors and administrative services are paid for through the operational fund of UVAS.  Your donation pays to provide these services to the Veterans at no cost to them.”
