This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code is 327991. Size standard is 500 employees. The National Cemetery Administration is soliciting offers under solicitation number VA-786-11-RP-0310 for the supply and inscription of:

1. approx. 315 (J1) Flat Granite Markers, Thin (12″ x 24″ x 3″)

2. approx. 735 (L1) Flat Granite Markers, Small (12″ x 18″ x3″)

3. approx. 735 (W1) Upright Granite Headstones (13″ x 42″ x 3″)

Contractor shall provide all labor and material necessary to manufacture or purchase, inscribe, package and palletize, if necessary, shipments of the inscribed headstones and markers.

The period of performance will be from October 1, 2011 through September 30, 2012 with two (2) one-year options (if exercised) to extend the term of the contract through September 30, 2014. Granite shall be standard grade, fine to medium grained material as classified by the National Building Granite Quarries Association. It shall be free of cracks, seams, and starts. Lithichrome may be required on inscriptions provided under this contract. All potential offerors shall submit at their expense:

WASHINGTON – The Department of Veterans Affairs today reaffirmed its ongoing commitment to support legitimate veteran-owned small businesses seeking contracts with the Department of Veterans Affairs after the VA Inspector General (VAIG) released an audit report critical of its small business verification and contract oversight program.

“VA takes the recommendations in this report very seriously. Since October 2010, VA has taken decisive action to strengthen our verification process to ensure that only legitimate Veteran-owned small businesses become eligible to contract with the federal government,” said Tom Leney Executive Director of the VA Office of Small Disadvantaged Business Utilization.

The VAIG report released today audited the VA’s Veteran-Owned and Small and Disadvantaged Business eligibility verification and contract award process from May 2009 to May 2010. The findings pre-date the implementation of strong reforms VA put in place in December 2010 to strengthen the veteran-owned small business verification process. On December 10, 2010, VA sent a letter to over 13,000 firms in its database informing them of new standards for verification of veteran-owned small business status. In the December 10, 2010 letter, VA identified an expanded and extensive set of business-related documents required to be submitted for review as part of the verification process and greatly expanded the number of applications that received the additional scrutiny of an on-site examination.

Since January 1, 2011 VA has processed over 7,500 applications. Nearly 1,500 companies were verified as Veteran-owned small businesses while 1,135 companies were denied verification as a result of the more rigorous review process. An additional 5,000 firms withdrew their applications or were denied for incomplete documentation. Some of the reasons for rejection include the inability to verify that the owner is a Veteran or disabled Veteran, failure to prove a Veteran is the majority owner, and lack of day-to-day operational management of the company by a Veteran.

The Center for Veteran Enterprise (CVE) has also implemented extensive quality controls to ensure those firms verified are in fact eligible to compete as veteran owned firms.

PROJECT: Annual Services Contract for Storm Water Management, Modeling, and VPDES Permit

DESCRIPTION OF SERVICES: The City of Virginia Beach is soliciting statements of interest and qualifications from interested firms to provide storm water management modeling services and services in support of the existing City VPDES MS4 Permit, and to assist the City in the VPDES MS4 Permit annual reporting and other water quality issues. Services will include, but may not be limited to, developing watershed models and GIS mapping using the City’s computer SWMM based storm water management model, updating existing watershed models, interpretation of storm water quality wet weather monitoring data and generation of pollutant loading, dry weather field screening, Total Maximum Daily Load (TMDL) compliance, and general hydrological/hydraulic analysis and design of storm water management infrastructure. These services will be provided on an annual basis and renewable annually for four additional years for a total term of five years. The maximum amount for any work order and the annual maximum shall be in accordance with § 2.2-4301 of the Code of Virginia as amended. There is no guarantee of the amount of work that will be authorized.

QUALIFICATION REQUIREMENTS: The successful firm must have specialized experience in the field of storm water management engineering; significant experience in storm water management modeling using the SWMM model and other various storm water management and drainage models; professional reputation and demonstrated effective working relationship with EPA and VDEQ with respect to the NPDES/VPDES permit and TMDL programs. Familiarity with the hydrology, soils, vegetation and topography of the Tidewater area is also important.

SELECTION CRITERIA: The selection criteria requires: (1) Professional qualifications of staff assigned; (2) Specialized experience in the type of work required; (3) Familiarity with project and conceptual approach proposed to address those requirements; (4) Quality of past performance on similar projects; (5) Experience and qualifications of any consultants; (6) Evidence of cost control effectiveness; (7) Current volume of work that could affect ability to complete the work on time; (8) Accessibility of the project team to the project site; (9) Capability to provide aesthetic design features in keeping with the City and community goals for a quality outcome; and (10) Demonstrated ability for a high degree of public participation and related coordination for input and resolution of project issues.

PROPRIETARY INFORMATION: Offerors are advised that Section 2.2-4342 of the Code of Virginia, i.e., the Virginia Public Procurement Act, shall govern public inspection of all records submitted by the Offeror. Specifically, if Offeror seeks to protect any proprietary data or materials, pursuant to Section 2.2-4342, Offeror shall (i) invoke the protections of this section prior to or upon submission of the data or other materials, (ii) identify the data or other materials to be protected, and (iii) state the reasons why protection is needed. Furthermore, the Offeror shall submit proprietary information under separate cover, and the City reserves the right to submit such information to the City attorney for concurrence of the Offeror’s claim that it is in fact proprietary. References may be made within the body of the proposal to proprietary information; however, all information contained within the body of the proposal not labeled proprietary or otherwise not meeting all three of the requirements of Section 2.2-4342 shall be public information in accordance with State statutes.

MBE PARTICIPATION: It is the policy of the City of Virginia Beach to encourage the participation of minority, service disabled veteran, and woman-owned businesses in city procurement activities. In furtherance of this policy the City adopted sections 2-224.1 through 2-224.8 of the City Code on February 28, 1995 (commonly referred to as the “Minority Procurement Ordinance”). City Council amended sections 2-224.1 through 2-224.8 of the City Code on April 4, 2006.

Pursuant to Section 2-224.3, in order for a response to this RFP to be given further consideration, the offeror must provide a Woman, Service Disabled Veteran and Minority Participation Plan setting forth at a minimum: (a) The good faith minority, service disabled veteran and woman-owned business participation efforts which the bidder has undertaken in the past two years; (b) Whether the offeror intends to utilize any subcontractors; (c) What, if any, woman-owned, service disabled veteran owned and minority-owned subcontractors the offeror intends to utilize; (d) The work to be performed by each woman, service disabled veteran and minority -owned subcontractor; (e) The anticipated amount or percentage to be paid to each woman, service disabled veteran and minority-owned subcontractor; (f) The composition of the offeror’s workforce, specifically indicating the percentage of woman, service disabled veteran and minority employees in their company; (g) The percentage of woman, service disabled veteran and minorities in management positions, supervisory positions, professional positions, and non-professional positions; (h) What steps the offeror has taken to solicit subcontracting bids from woman-owned, service disabled veteran-owned and minority-owned subcontractors; (i) Which woman-owned, service disabled veteran-owned and minority-owned businesses the offeror has solicited; (j) If the offeror has elected not to utilize a woman-owned, service disabled veteran-owned or minority-owned subcontractor, an explanation of the decision; and (k) Any additional Good-faith Minority-owned, Service Disabled Veteran-owned and Woman-owned Business Participation Efforts the offeror intends to make in connection with the contract. If, in the statement submitted in response to subsections (a) through (k), Offeror indicates that it has not undertaken any good faith minority-owned, service disabled veteran-owned or minority-owned business participation efforts in the past and/or does not intend to undertake any such efforts in connection with the performance of this contract, Offeror must also submit a statement setting forth the reasons why it has not undertaken such efforts in the past and/or does not intend to undertake them in connection with the performance of this contract. OFFEROR MUST ADDRESS ALL ELEMENTS OF THE WOMAN, SERVICE DISABLED VETERAN AND MINORITY PARTICIPATION PLAN IN ITS RESPONSE TO THE RFP. If detailed responses to elements (c), (d), and (e) are not practicable at this stage due to uncertainty as to the precise scope of the project, please indicate that the specifics are unknown at this time. The successful offeror shall update the Woman, Service Disabled Veteran and Minority Participation Plan with detailed responses to all elements prior to execution of the contract with the City. FAILURE TO SUBMIT A COMPLETE WOMAN, SERVICE DISABLED VETERAN AND MINORITY PARTICIPATION PLAN WITH THE PROPOSAL MAY RESULT IN THE PROPOSAL BEING DECLARED NON-RESPONSIVE.

VA Set to Verify Veteran Small Businesses

WASHINGTON–(January 3, 2011)–To further advocate for Veterans, VA announced that companies identifying themselves as small businesses or Veteran-owned businesses to gain priority for some Department of Veterans Affairs (VA) contracts must now provide documentation verifying their status within 90 days of receiving notice from the agency.

“VA is committed to doing business with as well as supporting and protecting Veteran-owned small businesses,” said Secretary of Veterans Affairs Eric K. Shinseki. “Although the verification process may initially be a challenge to some small business owners and to VA, it’s a necessary step to eliminate misrepresentation by firms trying to receive contracts that should go to service-disabled and other Veteran-owned vendors.”

The Veterans Benefits Act of 2010, signed by the President Oct. 13, expanded VA’s requirement to verify the status of businesses claiming Veterans preference to compete for VA contracts by being listed in VA’s VetBiz.gov “Vendor Information Pages” (VIP) database. Companies will have to submit an application to substantiate their status as owned and controlled by Veterans, service-disabled Veterans or eligible surviving spouses. Only companies that submit the information will be listed in the VIP database.

The law requires VA to notify currently listed businesses that within 90 days of the Veteran-owned business receiving the notice they must submit certain business documents. VA sent notices to more than 13,000 listed businesses by email and mail Dec. 10-11. Other companies, wanting to be listed in the database and considered for future set-aside VA contracts, also have to submit application packages. VA will work on those verifications after the existing listings are verified.

The department plans to post additional information at www.VetBiz.gov in early February informing applicants how to submit their documents electronically. In the meantime, VA’s notice to currently listed businesses encourages them to submit their information on CD-ROM.

Priority processing will be given to those Veteran-owned firms that are in line to receive a set-aside contract from VA, those that already conduct business with VA, and those that have already filed an application for verification.

VA Starts Mentoring for Veteran-Owned Small Businesses

(December 22, 2010) - To help small businesses owned by service-disabled Veterans and other Veteran-owned small businesses become more competitive in the marketplace, the Department of Veterans Affairs (VA) has selected 20 mentor-protégé teams to participate in a new program.

“For VA, it’s a natural goal to award government contracts to qualified Veteran-owned small businesses,” said Secretary of Veterans Affairs Eric K. Shinseki.  “Not only does it benefit the Veteran entrepreneur, but VA gets the contractor support it needs more quickly and with less risk.  All Veterans win by getting better services from VA.”

The program commits participating firms to agreements of up to 36 months in which mentoring firms provide business assistance in various skill areas and foster long-term business relationships with their Veteran-owned protégé firms.  The mentor and protégé firms will prepare their own agreements.

VA selected the teams based on its assessment of small businesses owned by Veterans and the ability of potential mentoring firms to offer help with development.

Small-business specialists in VA’s Office of Small and Disadvantaged Business Utilization reviewed the agreements formed by the participants.  The mentoring firms are not necessarily Veteran-owned.  Their mentoring can benefit the protégé firms if VA evaluates them in bidding for future contracts or subcontracts.

VA said it plans to select five more pairs of mentor and protégé firms next month.  VA will select additional mentor-protégé teams next August and approximately every six months thereafter.
