VA NY/NJ Veterans Integrated Service Network (VISN3) is seeking potential small business sources for Architect/Engineer (AE) firms certified in the following categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), 8(a), HUBZone, Woman Owned Small Business (WOSB), Small Disadvantaged Business (SDB.) or Small Business (SB). This Source Sought / Request for information (RFI) is posted for market research purposes ONLY. It is not a solicitation. Not a request for an SF-330.
The intent of this RFI is to help determine the procurement strategy in soliciting sources for three subsequent AE multiple award IDIQ schedules for VISN3 in the following A/E design areas:

1. COMPREHENSIVE

a. This area is seeking professional architectural and/or engineering services for the design of various projects that require a comprehensive range of services. They may include architectural, structural, electrical, mechanical, pluming, fire protection, landscape architecture, interior design, automatic transport systems, as well as lead and asbestos abatement. The scope of work may include, but is not limited to, the preparation of design, working drawings, planning, programming studies, investigations, site selections, specifications, cost estimates, miscellaneous reports, review of shop drawings, samples, equipment, data and other related documents. On certain projects the Architect/Engineer (A/E) may be requested to provide most or all of the professional services necessary. Additionally, contracts awarded on this schedule obligate the A/E to provide all supplemental and/or advisory input as required for projects being designed within VISN 3.

2. ELECTRICAL & MECHANICAL (MEP)

a. This areas is seeking professional architectural and/or engineering services necessary for the design of various projects that require primarily (MEP) electrical and mechanical services. They may include, but are not limited to, the preparation of design, working drawings, planning, programming studies, investigations, site selections, specifications, cost estimates, miscellaneous reports, review of shop drawings, samples, equipment, data and other related documents. On certain projects the A/E may be requested to provide most or all of the professional services necessary. Additionally, contracts awarded on this schedule obligate the A/E to provide all supplemental and/or advisory input as required for projects being designed within VISN

3. STRUCTURAL

a. This area is seeking professional architectural and/or engineering services necessary for the design of various projects that require structural services. They may include, but are not limited to, architectural, electrical, mechanical, plumbing, fire protection, landscape architecture, interior design, automatic transport systems, as well as lead and asbestos abatement. The scope of work may include, but is not limited to, the preparation of design, working drawings, planning, programming studies, investigations, site selections, specifications, cost estimates, miscellaneous reports, review of shop drawings, samples, equipment, data and other related documents. On certain projects the Architect/Engineer (A/E) may be requested to provide most or all of the professional services necessary. Additionally, contracts awarded on this schedule will obligate the Architect/Engineer to provide all supplemental and/or advisory input as required for projects being designed within VISN 3.

The geographic area of consideration is restricted to firms with an office located within a 250-mile radius of the James J. Peters VA Medical Center, 130 W. Kingsbridge Road, Bronx, New York 10468.

VISN3 anticipates the estimated maximum cumulative A/E fees (for a base year + 4 option years) under any resultant contracts shall not exceed: $10.0 million for M/E and Structural and $8.3 million for Comprehensive. For individual task orders, the minimum is anticipated to be $500 and the maximum will $1,000,000.

The applicable NAICS Code is 541310 Architect Services, with a size standard of $4.5 Million.

This is a SOURCES SOUGHT ANNOUNCEMENT to be used for market analysis only to determine whether a minimum of 3 highly qualified A-E firms capable of performing all of the stated types of A-E services, exists within the small business community. ALL SMALL BUSINESS FIRMS INCLUDING 8(a) PROGRAM PARTICIPANT, HUBZONE SMALL BUSINESS, SMALL DISADVANTAGED, WOMAN-OWNED SMALL BUSINESS, VETERAN-OWNED SMALL BUSINESS OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS SHOULD RESPOND TO THIS ANNOUNCEMENT. NO SOLICITATION IS AVAILABLE AT THIS TIME.

1. CONTRACT REQUIREMENT: The anticipated contract, when solicited, will be procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on their ability to demonstrate competence and qualifications for all of the required work elements. This procurement will be conducted under North American Industrial Classification System Code (NAICS) 541310, FSC/PSC Code C211; SIC Code 8712. The Small business size standard for this code is $4.5M. To be considered Small Business under this NAICS code, the respondents average revenue for the last three fiscal years cannot be more than $4.5M; if the average revenue for the last three fiscal (3) years is over $4.5M, the respondent is classified as Large Business. All respondents, in response to this notice, MUST identify their business size relative to the NAICS code. Respondents are required to state in their response whether the firm is classified as a small business, 8(a) Program participant, HUBZone Small Business, Small Disadvantaged Business, Woman Owned Small Business, Veteran-Owned Small Business, or Service Disabled Veteran-Owned Small Business. All questions regarding this project or size standard should be directed to the Contract Specialist, Alicia Powell, at (916) 557-5138, fax (916) 557-7854, email Alicia.S.Powell@usace.army.mil. When the requirement is solicited, firms will be selected for negotiation based on demonstrated competence and qualifications for all of the required work. The anticipated type of contract is a Firm-Fixed-Price (FFP), 5 Year/ $5M, IDIQ contract. If the contract is a Small Business set aside FAR 52.219-14, Limitations on Subcontracting, will be included in the contract. This clause requires that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The Secretary of the Army’s Contractor Manpower Reporting (CMR) requirement will be incorporated into the anticipated contract. The annual CMR requirement will apply to each task order which is funded by Army dollars; supports an Army mission; which benefits or supports any Army military, civilian, or contractor personnel; or when the Army is the executive agency for the mission being supported. The A-E will be allowed to include their costs for compliance with the CMR requirement as a line item in their price proposal for each task order subject to the CMR requirement. 2. PROJECT INFORMATION: The A-E services are to provide designs for a variety of alteration and repair projects and small new facilities. The projects may range in scope from a small study to a new project design of limited scope. The services required will be primarily architectural renovation, some of historical significance, for a variety of small projects and may also include design of new projects with limited scope. Input may be required by architects with a full complement of disciplines, civil/structural and mechanical/electrical engineering disciplines. Tasks may include maintenance and repair type projects and miscellaneous architectural and engineering services associated with military installations. Demolition of existing facilities may be required which will necessitate asbestos and /or lead based paint investigations with provisions for removal included in the design documents construction phase services may also be required. Qualified professional personnel in the following key disciplines: project manager/engineer, architect, civil, structural, electrical, mechanical and environmental engineer, landscape architect and certified industrial hygienist will be required. This work will include all Architectural-Engineering (A-E) and related services necessary to complete the assigned task orders for design. A specific statement of work will be issued with each task order. All work and services will be located at Dugway Proving Ground, Utah.

3. QUALIFICATIONS: All interested Small Business firms, including 8(a) Program participants, HUBZone Small Business, Small Disadvantaged Business, Woman-owned Small Business, Veteran-owned Small Business or Service Disabled Veteran-owned Small Business are encouraged to respond to this notice and may respond to this announcement by submitting a capability statement, which addresses the following key areas:

(a) TECHNICAL – Potential sources must submit a list of recent projects that demonstrate their knowledge and past experience relating to all the types of work described above. Submit only current and past clients (no more than 4 years previous). Also, include a brief description, identify if prime contractor, contract type (list by task order if IDIQ), contract or task order value, dollar value of work subcontracted, percent complete, if complete, date completed, customer POCs and current phone number. Identify the projects (list Federal Agencies and POCs and current Phone number) where the project management staffs have a good working relationship with Federal and or State agencies. The responses must be specific to each of the qualifications listed above to show that the respondent meets each qualification or has the skills and experience. If a response does not show that the respondent meets each of the qualifications and possesses the skills and experience, it will not be considered by the Government.

(b) MANAGEMENT (personnel/organizational staff experience, project management, etc.) – (1) The potential sources must identify their management staff in order to support the capability of concurrently managing over 20 open FFP task orders totaling approximately $1,000,000. (2) The management staff must be experienced in handling multiple complex environmental projects with a minimum of 5 years experience in work similar to that listed above. Identify which projects (submitted in (b)) where the management and technical staff have gained the experience.

4. SUBMISSION REQUIREMENTS. All interested Small Business firms, including 8(a) Program participants, HUBZone Small Business, Small Disadvantaged Business, Woman-owned Small Business, Veteran-owned Small Business or Service Disabled Veteran-owned Small Business are encouraged to respond to this notice and may respond to this announcement by submitting statements of qualifications by following the instructions below. The qualification statement is limited to 6 pages, single sided total; however, your certification of type of small business (for 8(a) and HUBZone only) is required with this submittal, but will not be counted in the total pages. If a one page transmittal or cover page is included it will not be counted in the total pages. Two (2) copies in their entirety need to be provided. The responses must be specific to each of the qualifications listed above to show that the respondent meets each qualification or has the skills and experience; if a response does not show that the respondent meets each of the qualifications and possesses the skills and experience, it will not be considered by the Government. Again this is not a request for proposals or quotation; there is no solicitation available at this time. The intent of this Sources Sought Notice is to identify potential Small Business, 8(a), HUBZone, Service Disabled Veteran Owned or Women-Owned Small Business firms capable of converting all of the existing facilities at Naval Station Great Lakes serviced by the Navy central steam system from a central steam heat source to a building-level heat source and demolish the existing steam system. Naval Facilities Engineering Command (NAVFAC), Midwest, Great Lakes, Illinois is seeking either individual firms or Joint Venture firms nationwide capable of performing a design-build construction project to decentralize the system and demolish the existing system. The estimated cost of this potential project is more than $80,000,000. The NAICS Code is 238220 with the annual size standard of $14.0 Million. The proposed procurement is being considered as a set-aside under Small Business, Section 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned Small Business concerns. Firms are requested to submit their Sources Sought Questionnaire which will be the basis for the Government’s decision to establish this requirement as a Small Business, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned Small Business concern set-aside acquisition. PROJECT DESCRIPTION: This project will convert all of the existing facilities at Naval Station Great Lakes serviced by the Navy central steam system from a central steam heat source to a building-level heat source and demolish the existing steam system. Above ground lines will be removed and associated asbestos will be abated. New infrastructure, which may include new gas lines or other supporting systems, will be provided to support direct conversion equipment. Information systems provide an installation-wide public safety network (PSNeT) and integrate all facility industrial control systems. This includes a centralized energy monitoring/direct digital control system, facility-level metering, remote monitoring and operation of new and existing building-level heating, ventilating and air conditioning equipment and systems. The project also includes demolition of facilities to include the power plant and fuel tank and relocation of equipment and personnel to renovated facilities.

Sustainable design principles will be included in the design and construction of the projects in accordance with Executive Order 13123 and other laws and Executive Orders. Facilities will meet LEED ratings and comply with Energy Policy Act of 2005. Low Impact Development will be included in the design and construction of this project.

This project will provide Anti-Terrorism (AT) features and comply with AT regulations, physical security and progressive collapse mitigation in accordance with DoD Minimum Anti-terrorism Standards for Buildings.

The Sources Sought Questionnaire (with a maximum of two pages attached as continuation pages) must be complete and sufficiently detailed to allow the Government to determine the firm’s qualifications to perform the defined work.
