Governor Quinn Signs Bill to Boost Small Businesses Owned by Illinois Veterans
New Law Helps Small Businesses Participate in State Projects

TINLEY PARK – August 5, 2011. Governor Pat Quinn today signed legislation to boost small businesses owned by Illinois Veterans. Under the new law, the state will set an annual goal of 3 percent of every state contract to be set aside for businesses owned by Veterans and service-disabled Veterans.

“Veterans who have taken the initiative to start small businesses and help create jobs should be supported when competing for government contracts,” Governor Quinn said. “We must honor the men and women who have honorably served our country. This important law further recognizes the commitment made by those Veterans who have returned home and are working to support their communities.”

Sponsored by Sen. Maggie Crotty (D-Oak Forest) and Rep. Linda Chapa LaVia (D-Aurora), Senate Bill 1270 amends the Illinois procurement code to help Veteran-owned small businesses better compete in the state bidding process. To be eligible, the businesses must be based in Illinois and be at least 51 percent owned by Veterans or service-disabled Veterans.

The new law sets an annual goal of 3 percent of every state contract to go to service-disabled Veteran-owned small businesses (SDVOSB) and Veteran-owned small businesses (VOSB) with annual gross sales of $75 million or less. Larger Veteran-owned businesses can apply for an exemption if they can demonstrate that a significant number of Veteran-owned suppliers or subcontractors would benefit.

Senate Bill 1270 passed the General Assembly unanimously and was supported by the International Brotherhood of Teamsters, Veterans of Foreign Wars (VFW), JAR Consulting, American Institute of Architects – Illinois Council, American Council of Engineering Companies of Illinois, American Institute of Architects and the Illinois Department of Professional Engineers.

The new law takes effect immediately.

Supports Veteran-Owned Businesses; Helps Compete for Federal Contracts

WASHINGTON – The Department of Veterans Affairs will host the upcoming National Veterans Small Business Conference and Expo, Aug.15-18 in New Orleans.  It will be the largest nationwide conference of its kind focused on helping Veteran-owned businesses succeed in winning federal contracts.

“Veteran-owned businesses provide world class services and expand employment opportunities for some of our Nation’s most highly-trained and motivated men and women,” said Secretary of Veterans Affairs Eric K. Shinseki. “That is why VA is proud to host this annual conference to help better prepare these veteran-owned businesses to compete and win contracts with the federal government.”

The conference, scheduled for the Ernest N. Morial Convention Center, will provide Veteran-Owned and Service-Disabled Veteran-Owned small businesses of all sizes with an opportunity to learn, network, and market their businesses.

The conference will offer a variety of new training sessions on navigating the federal acquisition process, including finance, compliance, business development, marketing, strategy, contract management, human resources, technology, and program management.   The conference track sessions will be targeted for a variety of businesses from new business owners just back from theater to well-established Veteran-owned businesses looking to expand opportunities or increase market share.

An open house has been added to the event to give Veterans from both the conference and local region the opportunity to experience the wide range of resources available to the Veteran community.

The US Chamber, The Chicagoland Chamber of Commerce and Illinois Chamber, through their Disability works Department and the ESGR have eagerly embraced a plan to help more veterans find employment. Both chambers are pleased to announce the 2011 Chicago “Hiring our Heroes” event. This job fair for veterans and their spouses will take place on Thursday, March 24th, 2011 at the Hyatt Regency Chicago Hotel at 151 E. Wacker Drive. The Chicagoland Chamber of Commerce is calling all employers with open positions to register for this important event. It will be moderated by Kevin Schmiegel, Vice President of the United States Chamber of Commerce
