Detroit to Host VA Small Business Conference, Hiring Fair
Help for Veterans Who Own Businesses, Seek Jobs

The National Veterans Small Business Conference, the government’s premier event for Veteran-owned small businesses, is coming to Detroit’s Cobo Center June 25-29, the Department of Veterans Affairs announced today.

VA also announced that a “VA for Vets” Hiring Fair will be held during the conference for Veterans looking for careers in the public and private sectors. The conference is expected to attract thousands of Veterans, business owners and federal employees, and bring an estimated $3 million in direct spending to the city.

“VA is committed to bringing more Veteran-owned businesses into the public-private partnership,” said VA Chief of Staff John Gingrich. “In addition to the National Veterans Small Business Conference, our Detroit Hiring Fair will provide Veterans with on-the-spot job opportunities and interviews, while also offering career search classes and one-on-one counseling.”

Last year’s National Veteran Small Business Conference and Expo in New Orleans drew almost 5,000 attendees, and more than 6,000 participants are expected this year.

The Detroit Hiring Fair builds upon VA’s success Jan. 18 in Washington at which a partnership of federal agencies and private industry attracted over 4,100 Veterans and resulted in over 2,600 on-the-spot interviews and more than 500 tentative job offers.

“These events are part of Secretary Shinseki’s ongoing efforts to help Veterans find employment in both the public and private sectors,” said Gingrich. “As the President said in yesterday’s State of the Union address, Veterans are crucial to our economy, and we need to find them jobs.”

This year’s conference will include an open house that gives Veterans the chance to learn the wide range of resources available to help them with their own businesses.  Also available will be the VetGovPartner online platform, which enables networking, viewing the business profiles of all participants, and identifying business opportunities with more than 400 government procurement decision makers in attendance.

Known historically as the world’s capital for the transportation industry, the Detroit metro area is reinventing itself with six booming industries: medical research, defense, entertainment, green tech, urban farming, and aeronautics.  About 330,000 Veterans are served by the city’s VA medical center, and more than 704,000 Veterans live in Michigan.

Collaboration with Milicruit Increases Job Opportunities for Veterans

WASHINGTON – The Department of Veterans Affairs (VA) today announced a partnership with Milicruit.com to sponsor a nationwide, virtual online job fair on Nov. 10, from 11 a.m. – 4 p.m. EST.

“As we work to help Veterans find good paying jobs, it is important that we take advantage of online resources that connect our Veterans with employers around the Nation who want to hire these highly qualified and experienced men and women,” said Secretary of Veterans Affairs Eric K. Shinseki.

To date, more than 60 military-friendly national employers from both the private and federal sectors and more than 36,000 Veterans have registered to participate in the all day online event.

Veterans can pre-register at http://www.veteranscareerfair.com for this event. On the day of the event, Veterans can log in and visit employer booths, view job openings, apply for jobs, watch employer videos and presentations, chat live with recruiters, and complete on-the-spot video interviews.

They can also interact with VetSuccess counselors to learn more about VA benefits, as well as additional resources and tools for transitioning Servicemembers and family members regarding training, employment, and independent living.

VA’s VetSuccess.gov website offers services by providing access to a job board of more than 8 million job openings, as well as tools for Veterans to build or upload resumes and for employers to search for Veterans who match their recruiting needs.

“Using technology allows us to connect excellent Veteran job seekers with businesses in need of the leadership, discipline, skills, and training that Veterans bring to the workplace,” said Under Secretary for Benefits Allison A. Hickey.

The job fair not only connects employers with Veterans who are a match for their staffing needs, but also allows Veterans to visit the VA’s virtual help desk to obtain information about VA benefits.

Benefits include the Post-9/11 GI Bill and the VA Vocational Rehabilitation and Employment VetSuccess program, which provides job training and placement skills for transitioning Servicemembers and Veterans.

Small Georgia Based Company Honors U.S. Military Veterans

WASHINGTON – The Department of Veterans Affairs today reaffirmed its ongoing commitment to support legitimate veteran-owned small businesses seeking contracts with the Department of Veterans Affairs after the VA Inspector General (VAIG) released an audit report critical of its small business verification and contract oversight program.

“VA takes the recommendations in this report very seriously. Since October 2010, VA has taken decisive action to strengthen our verification process to ensure that only legitimate Veteran-owned small businesses become eligible to contract with the federal government,” said Tom Leney Executive Director of the VA Office of Small Disadvantaged Business Utilization.

The VAIG report released today audited the VA’s Veteran-Owned and Small and Disadvantaged Business eligibility verification and contract award process from May 2009 to May 2010. The findings pre-date the implementation of strong reforms VA put in place in December 2010 to strengthen the veteran-owned small business verification process. On December 10, 2010, VA sent a letter to over 13,000 firms in its database informing them of new standards for verification of veteran-owned small business status. In the December 10, 2010 letter, VA identified an expanded and extensive set of business-related documents required to be submitted for review as part of the verification process and greatly expanded the number of applications that received the additional scrutiny of an on-site examination.

Since January 1, 2011 VA has processed over 7,500 applications. Nearly 1,500 companies were verified as Veteran-owned small businesses while 1,135 companies were denied verification as a result of the more rigorous review process. An additional 5,000 firms withdrew their applications or were denied for incomplete documentation. Some of the reasons for rejection include the inability to verify that the owner is a Veteran or disabled Veteran, failure to prove a Veteran is the majority owner, and lack of day-to-day operational management of the company by a Veteran.

The Center for Veteran Enterprise (CVE) has also implemented extensive quality controls to ensure those firms verified are in fact eligible to compete as veteran owned firms.

PROJECT: Annual Services Contract for Storm Water Management, Modeling, and VPDES Permit

DESCRIPTION OF SERVICES: The City of Virginia Beach is soliciting statements of interest and qualifications from interested firms to provide storm water management modeling services and services in support of the existing City VPDES MS4 Permit, and to assist the City in the VPDES MS4 Permit annual reporting and other water quality issues. Services will include, but may not be limited to, developing watershed models and GIS mapping using the City’s computer SWMM based storm water management model, updating existing watershed models, interpretation of storm water quality wet weather monitoring data and generation of pollutant loading, dry weather field screening, Total Maximum Daily Load (TMDL) compliance, and general hydrological/hydraulic analysis and design of storm water management infrastructure. These services will be provided on an annual basis and renewable annually for four additional years for a total term of five years. The maximum amount for any work order and the annual maximum shall be in accordance with § 2.2-4301 of the Code of Virginia as amended. There is no guarantee of the amount of work that will be authorized.

QUALIFICATION REQUIREMENTS: The successful firm must have specialized experience in the field of storm water management engineering; significant experience in storm water management modeling using the SWMM model and other various storm water management and drainage models; professional reputation and demonstrated effective working relationship with EPA and VDEQ with respect to the NPDES/VPDES permit and TMDL programs. Familiarity with the hydrology, soils, vegetation and topography of the Tidewater area is also important.

SELECTION CRITERIA: The selection criteria requires: (1) Professional qualifications of staff assigned; (2) Specialized experience in the type of work required; (3) Familiarity with project and conceptual approach proposed to address those requirements; (4) Quality of past performance on similar projects; (5) Experience and qualifications of any consultants; (6) Evidence of cost control effectiveness; (7) Current volume of work that could affect ability to complete the work on time; (8) Accessibility of the project team to the project site; (9) Capability to provide aesthetic design features in keeping with the City and community goals for a quality outcome; and (10) Demonstrated ability for a high degree of public participation and related coordination for input and resolution of project issues.

PROPRIETARY INFORMATION: Offerors are advised that Section 2.2-4342 of the Code of Virginia, i.e., the Virginia Public Procurement Act, shall govern public inspection of all records submitted by the Offeror. Specifically, if Offeror seeks to protect any proprietary data or materials, pursuant to Section 2.2-4342, Offeror shall (i) invoke the protections of this section prior to or upon submission of the data or other materials, (ii) identify the data or other materials to be protected, and (iii) state the reasons why protection is needed. Furthermore, the Offeror shall submit proprietary information under separate cover, and the City reserves the right to submit such information to the City attorney for concurrence of the Offeror’s claim that it is in fact proprietary. References may be made within the body of the proposal to proprietary information; however, all information contained within the body of the proposal not labeled proprietary or otherwise not meeting all three of the requirements of Section 2.2-4342 shall be public information in accordance with State statutes.

MBE PARTICIPATION: It is the policy of the City of Virginia Beach to encourage the participation of minority, service disabled veteran, and woman-owned businesses in city procurement activities. In furtherance of this policy the City adopted sections 2-224.1 through 2-224.8 of the City Code on February 28, 1995 (commonly referred to as the “Minority Procurement Ordinance”). City Council amended sections 2-224.1 through 2-224.8 of the City Code on April 4, 2006.

Pursuant to Section 2-224.3, in order for a response to this RFP to be given further consideration, the offeror must provide a Woman, Service Disabled Veteran and Minority Participation Plan setting forth at a minimum: (a) The good faith minority, service disabled veteran and woman-owned business participation efforts which the bidder has undertaken in the past two years; (b) Whether the offeror intends to utilize any subcontractors; (c) What, if any, woman-owned, service disabled veteran owned and minority-owned subcontractors the offeror intends to utilize; (d) The work to be performed by each woman, service disabled veteran and minority -owned subcontractor; (e) The anticipated amount or percentage to be paid to each woman, service disabled veteran and minority-owned subcontractor; (f) The composition of the offeror’s workforce, specifically indicating the percentage of woman, service disabled veteran and minority employees in their company; (g) The percentage of woman, service disabled veteran and minorities in management positions, supervisory positions, professional positions, and non-professional positions; (h) What steps the offeror has taken to solicit subcontracting bids from woman-owned, service disabled veteran-owned and minority-owned subcontractors; (i) Which woman-owned, service disabled veteran-owned and minority-owned businesses the offeror has solicited; (j) If the offeror has elected not to utilize a woman-owned, service disabled veteran-owned or minority-owned subcontractor, an explanation of the decision; and (k) Any additional Good-faith Minority-owned, Service Disabled Veteran-owned and Woman-owned Business Participation Efforts the offeror intends to make in connection with the contract. If, in the statement submitted in response to subsections (a) through (k), Offeror indicates that it has not undertaken any good faith minority-owned, service disabled veteran-owned or minority-owned business participation efforts in the past and/or does not intend to undertake any such efforts in connection with the performance of this contract, Offeror must also submit a statement setting forth the reasons why it has not undertaken such efforts in the past and/or does not intend to undertake them in connection with the performance of this contract. Physical Disability Board of Review

Service members who have been medically separated since September 11, 2001 will have the opportunity to have their disability ratings reviewed to ensure fairness and accuracy.

The new Physical Disability Board of Review (PDBR) will examine each applicant’s medical separation, compare DoD and VA ratings, and make a recommendation to the respective Service Secretary (or designee.) A disability rating cannot be lowered and any change to the rating is effective on the date of final decision by the Service Secretary.

To be eligible for PDBR review, a service member must have been medically separated between September 11, 2001 and December 31, 2009 with a combined disability rating of 20 percent or less, and not found eligible for retirement.

There are significant differences between this new PDBR review and a Board for Correction of Military (or Naval) Record (BCMR/BCNR) review. These differences are outlined here and are also in the instructions accompanying the application (form DD-294).

While the Air Force is the lead for the PDBR process, case tracking and reporting, a joint service board will conduct the evaluation and review of each case. Applicants will not be able to appear in person, but may include any statements, briefs, medical records or other supporting documents with their application. After the document review is completed and a final decision is made, each applicant will be notified of the decision and any further information regarding a change of rating.

A final version of the application (form DD-294) was approved on January 9, 2009 and is available at http://www.dtic.mil/whs/directives/infomgt/forms/formsprogram.htm (under “DoD Forms Inventory 0001-0499″). Applications are now being accepted.
