Unemployment Rate Among Veterans Masks High Unemployment of Post-9/11 Veterans | Veteran Owned Business PSA

Attention Veteran Owned Business Members and Visitors:

According to data Veteran Owned Business has obtained from the Bureau of Labor Statistics and the U.S. Congress Joint Economic Committee the low overall unemployment rate among veterans masks the high unemployment rate of Post-9/11 veterans.  Among all veterans, those who served on active duty since September 2001 (Post-9/11 veterans) have the highest unemployment rate.  In 2010, the unemployment rate for these veterans averaged 11.5 percent, compared to the overall veteran unemployment rate of 8.7 percent, and 9.4 percent unemployment rate for nonveterans.  However, new data from the Bureau of Labor Statistics indicates a growing problem – In 2011, the unemployment rate for Post-9/11 veterans of all ages averaged 12.1%, compared to an overall veteran unemployment rate of 8.3%, and 8.7% unemployment rate for nonveterans.  While the unemployment rate for nonveterans aged 18 to 24 was high as well at 16.1%; the unemployment rate for veterans aged 18 to 24 was a staggering 30.2% – Nearly a third of the youngest veterans.


In an effort to help combat unemployment for our fellow military brothers and sisters, Veteran Owned Business is very proud to announce the launch of our new “Veterans Hire Veterans” project. United States Navy commemorates the Bicentennial of the War of 1812 and the writing of our National Anthem

Attention Veteran Owned Business Members and Visitors:

From 2012 to 2015, the United States Navy and its partners will commemorate the Bicentennial of the War of 1812 and the writing of our National Anthem, the Star Spangled Banner.  It is remarkable that 200 years ago, the first declared war in our nation’s history was fought against the two nations which have become our closest allies.  Many things change in 200 years, but what doesn’t change is the importance of sea power in the affairs of maritime nations.

Since its birth in 1776, the United States has always been a maritime nation, which means that unobstructed access to and free use of the world’s oceans are essential to our national welfare and prosperity.  That’s what the United States went to war in 1812 to defend, and that is what the United States Navy has been protecting ever since.

Why is keeping the seas free so important? Here are a few facts about the world:

  • 70% of the world is covered by the oceans
  • 80% of the world’s people live near the oceans
  • 90% of all international trade travels on the oceans
  • 95% of all global communications are transported under the oceans

That’s the world America lives in today.  Looking at those numbers, one begins to understand the immense importance of ensuring the freedom of the oceans with capable and effective sea services.  Since America’s Navy began with only six frigates, American sea power has been essential to countering threats, winning wars and furthering the interests of peace and prosperity worldwide.  Today one of those first six frigates that 200 years ago fought in the War of 1812, the USS Constitution, is still a commissioned ship in the United States Navy.  See more about the history of the United States Navy (USN) and the original six frigates on Veteran Owned Business’s military tribute section.

Ultimately, the commemoration of the Bicentennial of the War of 1812 is a salute to all of our Sailors and Marines who fought so gallantly against great odds in that conflict, in all of our nation’s conflicts between then and now, and those who are today defending freedom around the world – from the mountains of Afghanistan to the coasts of Africa to the Straits of Hormuz – and standing ready to provide compassionate humanitarian aid from Haiti to Japan to wherever catastrophe strikes.  The Navy and Marine Corps and Coast Guard are what they are because of the quality of the people that served over the last 200 years, and the tens of thousands of Sailors and Marines now making sacrifices every day, something that America can be very grateful has not changed over the past 200 years.   See more about the history of the United States Marine Corps (USMC) and the history of the United State Coast Guard (USCG) on Veteran Owned Business’s military tribute section.

If America remembers the lessons of the naval war of 1812, lessons paid for with the lives of Sailors and Marines, then America can be confident that the nation will always answer Francis Scott Key’s question in the affirmative:

“Oh, say does that that Star-Spangled Banner yet wave
O’er the land of the free, and the home of the brave?”

Beginning in April 2012 and continuing through 2015, the US Navy, US Marine Corps, US. Coast Guard will commemorate the Bicentennial of the War of 1812 and The Star Spangled Banner. The Navy has partnered with the International Council of Air Shows, the Navy League, the Naval Historical Foundation, and Operation Sail (OpSail) to create world-class events around the country, with signature events in New York, Baltimore, Norfolk, New Orleans, Boston, Chicago, and Cleveland, and smaller events in other cities.  Be sure to support a veteran owned restaurant or bar and enjoy some great food and drinks while you’re out seeing the events!

These events will include Blue Angels air shows, visits by ships of the US Navy and international navies, parades of tall ships and “Galley Wars” cook off events.  See an interactive map of Bicentennial events, a list of United States Military Holidays and Observances, and a flyer showing dates and locations to learn more about participating in the commemoration.

Congressman Bob Turner (NY-09) Urges Passing of The Veteran Owned Business Enterprise Act and SDVOSB Act

Attention Veteran Owned Business Members and Visitors:

Congressman Bob Turner (NY-09) sent letters to Senator John Defrancisco, Chairman of the Senate Committee on Finance, and New York State Senate Finance Committee ranking member, Liz Krueger, urging them to pass S6819, The Veteran Owned Business Enterprise Act and S6818, The Service Connected Disabled Veteran Owned Business Enterprise Act, both of which were introduced by Senator Marty Golden (R,C,I – Brooklyn) on Monday, March 26th, in Albany.  (Read more about Bob Turner’s efforts here)

The purpose of these bills is to create the “Veteran Owned Business Enterprise Act” to extend state benefits now offered to minority and women-owned business enterprises to honorably discharged veterans and service disabled veterans.

Significant numbers of American service men and women are now returning from military operations connected with the Global War on Terror in Iraq, Afghanistan, and other locations around the world.  Unfortunately, these service members have been removed from the workforce, their communities and their families during the course of these operations. When duty called, they put their careers and day-to-day lives on hold to protect our freedom. It is a moral imperative that the various levels of government do all that is within their power to honor these men and women for their dedicated service to our country.  (Full text of the bill and current status here)

One of the ways that New York State can meet this moral obligation is to assist veterans in the creation and establishment of their own businesses.  This will not only assist veterans but also help New York’s economy by generating more economic activity that leads to prosperity and jobs.  According to data Veteran Owned Business has obtained from the Small Business Administration veteran owned businesses in NY employed nearly seven and a half million people (7,462,672 to be exact) in 2007 and generated over $70 billion dollars in sales.  (See more statistics and facts about veteran owned businesses)

VOB is on the move!  Veteran Owned Business has grown to nearly 10,000 members and has added more staff to handle your needs, so to better fit our growing needs we have moved to a larger location in the 1900 building in downtown Melbourne.

Veteran Owned Business is  proud to be moving forward with bigger and better services for all our members.  Some of you may have noticed the start of this with new sections of the site going live.  We plan on offering even more in the near future.  So far we’ve added lots of information and opportunities for veterans seeking employment, tribute to and history of all our military branches, as well as exciting metrics and statistics about veteran owned businesses.

Democratic National Convention Committee and Charlotte in 2012 Host Committee Announce Diversity Contracting Policy

CHARLOTTE—The Democratic National Convention Committee (DNCC) and the Charlotte in 2012 Host Committee today announced that they have adopted a diversity contracting policy for the 2012 Democratic National Convention that represents unprecedented progress toward both the inclusion and use of diverse businesses.  The diversity contracting policy is in addition to practices that have been operational since the inception of both organizations to increase the participation of diverse businesses.

The policy states that the DNCC has a goal of spending at least one third of its aggregate dollars with Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Disability-Owned Businesses, LGBT-Owned Businesses and Veteran-Owned Businesses for its contracts and projects.

“I am proud of the major steps we are taking to further strengthen our commitment to diversity at the DNC and 2012 convention,” said Democratic National Committee Chair Debbie Wasserman Schultz.  “Our party values economic inclusion and shared prosperity and I believe that this groundbreaking effort will increase opportunity for all.”

“Never before has a host committee or a convention committee dedicated the resources and effort to diversity contracting at the levels we see here,” said Charlotte Mayor Anthony Foxx, Co-chair of the Charlotte in 2012 Host Committee.  “Not only will the 2012 Democratic National Convention stand as a model for the inclusion and utilization of diverse businesses, but it will have a lasting impact on this community and the surrounding region for years to come.”

“The DNCC is committed to ensuring the growth and success of underrepresented entrepreneurs,” said Steve Kerrigan, CEO of the DNCC. “We believe our diversity policy and practices are consistent with our mission and they reflect the importance that our stakeholders place on the development of minority-owned, women-owned, veteran-owned, LGBT-owned and disability-owned businesses in their communities.”

In October, the Democratic Party hired a Chief Diversity Officer (CDO) to advise the party and the convention on diversity staffing and procurement.  One of the CDO’s first tasks was to work with the convention committee and the host committee on a diversity contracting policy.

In addition, the DNCC and the Charlotte in 2012 Host Committee put tools and systems in place early on to maximize the inclusion and utilization of diverse businesses.  They include:

  • A robust vendor directory, established in August 2011, that is the sole source for 2012 Democratic National Convention contracts and subcontracts.  It allows businesses to self-identify as certified MBEs, WBEs, Disability-Owned Businesses, LGBT-Owned Businesses or Veteran-Owned Businesses.  All companies that wish to do business with the Host Committee or the DNCC must register through the vendor directory.
  • Business outreach program and staff to implement adequate sourcing mechanisms for convention contractors to assist in identifying MBEs, WBEs, Disability-Owned Businesses, LGBT-Owned Businesses and Veteran-Owned Businesses.
  • Regional outreach and public information forums to inform and prepare businesses for economic opportunities around the convention.
  • Fully integrated efforts toward diverse spending.  Vendors are asked to help the DNCC meet its goal in the RFP and contract process through:
  • Diverse spending plans—Vendors must develop and provide a diversity utilization plan that would maximize the participation of MBEs, WBEs, Disability-Owned Businesses, LGBT-Owned Businesses and Veteran-Owned Businesses (including subcontractors where applicable) in the provision of goods and services for which the vendor will be responsible.  The DNCC considers the plan submitted by vendor as an important factor in evaluating responses to RFPs and awarding contracts with the DNCC.
  • Efforts Toward Diverse Spending—Each contract awarded will require the vendor to make efforts to contract with MBEs, WBEs, Disability-Owned Businesses, LGBT-Owned Businesses and Veteran-Owned Businesses for the provision of goods and services for which the vendor is responsible as a means of assisting the DNCC to meet its one third diverse spend goal.
  • Diverse spending reporting—Each contract awarded by the DNCC will require vendors to provide bi-weekly reports to the DNCC detailing participation by MBEs, WBEs, Disability-Owned Businesses, LGBT-Owned Businesses and Veteran-Owned Businesses as a means of assisting the DNCC to meet the one third diverse spend goal.

Below is the DNCC Diversity Contracting Policy:

DNCC DIVERSITY POLICY

Since its inception, it has been the practice of the DNCC to provide equal opportunity to all business enterprises to participate in all aspects of the DNCC’s contracting and purchasing programs without regard to race, creed, age, sex, national origin, ethnic identity, physical or mental disability, veteran status, marital status, economic status, religion, sexual orientation, gender identity, or any other legally protected basis. The DNCC has and will continue to conduct outreach and informational programs with constituent groups, businesses, and trade associations to prevent discrimination against any person or business enterprise on the basis of any of these factors.

Recognizing that some individuals, groups and business enterprises, including Minority Business Enterprises, Women Business Enterprises, Disability-Owned Business Enterprises, LGBT-Owned Businesses and Veteran-Owned Businesses, have not historically received opportunities to participate equally in contracting opportunities and to ensure and reaffirm the DNCC’s continuing commitment to progress and success in achieving the goal of equal opportunity, the DNCC adopts the following diversity policy:

“Disability-Owned Business” means a business enterprise which is Owned and Operated by one or more persons with disabilities.

“LGBT-Owned Business” means a business enterprise which is Owned and Operated by one or more gay, lesbian, bisexual or transgender (“LGBT”) persons.

“Minority Business Enterprise” or “MBE” means a business enterprise which is Owned and Operated by one or more of the following ethnic minority groups: African American, Hispanic/Latino, Asian American / Pacific Islander and Native American.

“Owned and Operated” means (1) the business enterprise is at least 51% owned by one or more of the respective diversity groups, or in the case of any corporations, limited liability companies or partnerships, at least 51% of the voting stock or interests, as applicable, is owned by one or more of the respective diversity groups and (2) the management and daily business operations of the business enterprise are controlled by one or more of the respective diversity groups.
“Women Business Enterprise” or “WBE” means a business enterprise which is Owned and Operated by one or more women.

“Veteran-Owned Business” means a business enterprise which is Owned and Operated by one or more veterans.

An MBE, WBE, Disability-Owned Business, LGBT-Owned Business or Veteran-Owned Business may establish its qualification by providing to the DNCC:

  • Its certification status from a federal, state or local governmental agency; or
  • Its certification from a third-party certifier (e.g. the Minority Supplier Diversity Council, National Women Business Owners Corporation, US Business Leadership Network, etc.); or
  • Documentation that would enable the Chief of Staff of the DNCC to verify that the vendor qualifies. This third method is designed to cover those vendors who are easily verifiable, such as sole proprietorships, small partnerships, closely-held corporations and small company that do not engage in significant government business or do not have the resources to seek a governmental or third-party certification.

The DNCC has a goal of spending at least one third of its aggregate dollars with MBEs, WBEs, Disability-Owned Businesses, LGBT-Owned Businesses and Veteran-Owned Businesses for its contracts and projects.

It is the policy of the DNCC to provide minorities, women, persons with disabilities, LGBT persons and veterans equal opportunity to participate in all aspects of contracting and purchasing programs, including but not limited to participation in procurement contracts for materials, supplies and equipment, and contracts for construction.

It is further the policy of the DNCC to prohibit discrimination against any person or business enterprise on the basis of race, color, ethnic identity, sex, creed, age, national origin, physical or mental disability, veteran status, marital status, economic status, religion, sexual orientation, gender identity, or any other legally protected status, and to conduct its contracting and purchasing programs so as to prevent such discrimination.

It is the policy of the DNCC in concert with the Host Committee or other local, state and federal agencies and with the assistance of minority, women, persons with disabilities, LGBT and veteran groups and agencies, actively to seek and identify qualified MBEs, WBEs, Disability-Owned Businesses, LGBT-Owned Businesses, and Veteran-Owned Businesses, and to offer them the opportunity to participate, and to encourage them to participate, in contracting and purchasing programs.

“Veteran’s First” Sham

In this episode of the Twilight Zone, we have a very special guest on the set who you’ll meet further down the column. In an astounding display of bureaucratic stupidity or marvelous cunning, Jan Frye, Deputy Assistant Secretary of Acquisition and Logistics phoned Wayne Gatewood, a fierce advocate for veterans—with a weight on his chest than needed to be re-leased. Wayne, take it away:

“Yesterday I had a conversation with Mr. Jan Frye, VA’s Chief of Acquisitions. Mr. Frye talked with me about the workings of the VA FSS Program and what he believes to be the importance of the FSS in relation to procurement methodology and the importance of the VA Supply Fund to OAL Operations. Mr. Frye also let me know that Secretary Shinseki stands by the VA FSS Schedule as the go-to procurement methodology and it was Secretary Shinseki’s personal decision to not go Vets First! (I am attempting to get a past Press Release from VA PA Office that is supposed to contain the Secretary’s words relative to this matter). Please read the below two paragraphs from the Office of Acquisition and Logistics (OAL) webpage – “About Us.”

“The complex functions required to support the diverse programs of VA are reflected in the mission and organization of OAL. In addition to its primary role of supporting VA’s pro-grams, OAL has a Government-wide role in the supply management of medical supplies and non-perishable subsistence.”

“All OAL operations are funded through the self-sustaining VA Supply Fund which is managed by OAL. The operating costs are recovered through a variety of cost recovery mechanisms that are designed to pass the costs of services provided along to the beneficiaries of such service.”

The VA’s Supply Fund offsets the operating costs of OAL, such as the VA Acquisitions Academy, Denver Acquisitions and Logistics Center, National Contract Service, National Acquisition Center, and the staff that operates these activities. The fund also pays for bonus’ and other items. How does it work? VA gets .05 % of every dollar of every FSS Schedule contract that is let. Given the VA purchases billions of dollars in products, supplies, medicine, services, etc., per year, with much of that through FSS, the FSS program brings in millions of dollars to the Supply Fund. In addition to the money that comes back to the Supply Fund to support OAL, Mr. Frye also told me that VA believes that FSS provides the best cost and the most reliable and timely source of services and supplies to support our millions of Veterans. (But, since there are no cost comparisons with SDVOSBs for certain products and supplies I ask, ?how can that claim be supported”?)*

A GAO Report on the Supply Fund along with an “anonymously prepared Analysis of the VA FSS and the Supply Fund”, are also attached. I have looked over the Analysis but can-not confirm its validity or support its claims. Nonetheless, it appears to be very thorough.

so says Secretary Shinseki! If you want to comment on this matter, send me an e-mail and I will place it in the News for Mr. Frye and staff to read. For me personally, nothing changes until the Law changes and until that happens, it re-mains Vets First as required by PL 109-461. Also, for any and all purchases under the small purchase threshold (to include the “griddle” Aldevra was trying to sell to VA when VA went FSS), by Law, has to be purchased from a small business! So says the Law, so says SBA
.. Small purchases are for small business only and not VA FSS to large business.
